When looking at a local map the best way from the city centre to Castelo dos Mouros and Pena Palace appears to be by taking the paved road. This route should be avoided at all costs (unless of course you plan to drive). instead ask a local to highlight an alternate hiking route that takes you through the forest. The views are much more picturesque and it saves a lot of time and needless uphill switch-backs.
