I speak fluent mandarin and have had long stays in China several times, including Hefei were I stayed for 6 months. In this context, I picked this neighborhood to meet up with some old friends and because I was looking more for a "family, local life experience" than a more flashy, central (and expensive ;) venue. Hefei is not a super touristic city, and this is not a touristic neigbourhood, but if you are unimpressed by skylines glowing in the dark and shiny malls this is were you should go.
I was very satisfied with the local, authentic aspect of the neighbourhood. You have tons of little shops to get food, an amazing park, and a real view of people's life in a middle-small range city of central China: inhabitants sitting in front of their shops, kuaidi (fast delivery drivers) resting on their bikes in the middle of their shift, grannies dancing, young couples strolling in mini night market...
I didn't find it hard to get there and roam around the city from there. There is a good subway system in Hefei, all translated in english, that brings you to various other neighbourhoods within a range of 30-45 minuts, taxis are also quite easy to get. If not a mandarin speaker, I would recommend you have a phone with access to local network so you can point at what you want.
However, I had chosen it in hope it would be calm and it was not. I find it extremely hard to predict whether a hotel will be calm or not in China, but here is a tip: if there is a plaza near your hotel, you will have loud music playing at dusk and dawn. The smaller the city, the louder the music: "plaza dancing an singing" is not a huge thing in bigger cities.
